This is the landscaping along the side of our neighborhood. Lantana and other flowering plants soften the view of the walls that surround the neighborhood.
Scottsdale and Paradise Valley have strict design guidelines that require landscaping along the street facades of neighborhoods. It helps to make the communities more attractive.
One thing Paradise Valley does not require, however, is sidewalks.

You neglected to mention the benefit that in the warm Arizona climate, splashes of color continue throughout the year.
Beautiful street but, we do need to be more pedestrian friendly.
