We are now approaching the front of historic Jokake Inn, which is located on the grounds of the Phoenician Resort and Spa.The Jokake Bell Inn Towers is the official name. It was designed and built in 1930 by an architect named Robert Guans.
The Inn was owned by Sylvia and Robert Guans from 1927 to 1950.
Camelback Mountain is located directly behind the Inn.

Those appear to be shutters over the windows. Never seen anything like that.
